How Circle Rates Work

Circle rate is the minimum government-set value per square metre for property transactions. Stamp duty is calculated on the actual sale price or circle rate, whichever is higher. Delhi areas are divided into 8 categories (A to H) by MCD. These rates were last notified on 20th September 2014 and remain in effect.

Age Multiplier (Depreciation Factor)

When calculating construction value, the age of the building is factored in. Older buildings get a lower multiplier (depreciation).

Circle Rates Introduced in Delhi for the First Time
Why Were Circle Rates Introduced?

Before 2007, property buyers and sellers in Delhi could declare any value for their transaction. This led to massive undervaluation and tax evasion — the government lost crores in stamp duty revenue every year.

What Changed?

The Delhi government introduced circle rates (minimum property valuation rates) for the first time on 18th July 2007 under the Delhi Stamp (Prevention of Undervaluation of Instruments) Rules, 2007.

Major Circle Rate Revision - Rates Increased Up to 2.5 Times
Biggest Revision Since Introduction

Through Notification No. F1.(152)/Regn.br/Div.Com./HQ/2011/780 dated 4th December 2012, the Delhi government carried out a massive revision. New rates effective from 5th December 2012.

Circle Rates Revised Again in September 2014
The Rates Still in Effect Today

The Delhi government notified revised circle rates on 20th September 2014. These became the base rates that remain in effect as of 2026 — over 11 years without revision.

20% Rebate on Circle Rates Announced During COVID-19 Pandemic
Major Relief for Property Buyers

In a significant move to revive the COVID-hit real estate sector, the Delhi government announced a 20% reduction in circle rates. Stamp duty would now be calculated on 80% of the notified circle rate.

20% Circle Rate Rebate Extended Till December 2021
First Extension of COVID Rebate

The Delhi government extended the 20% rebate on circle rates till 31st December 2021. The real estate sector had shown signs of recovery but was still not back to pre-COVID levels.

Circle Rate Rebate Further Extended Till June 2022
Second Extension — Till June 2022

On 30th December 2021, the Delhi Revenue Department extended the 20% reduction in circle rates till 30th June 2022.

Why Extended Again?
While property registrations had improved, the real estate sector still needed support. The Omicron wave of COVID-19 had created fresh uncertainty in the market.

This extension was widely welcomed by property buyers who were in the process of completing their transactions. Many buyers had timed their purchases to take advantage of the lower stamp duty rates.

20% Circle Rate Rebate Discontinued from 1st July 2022
20% Rebate Ends — Full Rates Restored

The Delhi government decided not to extend the 20% rebate beyond 30th June 2022. From 1st July 2022, stamp duty is calculated on the full circle rates as notified in September 2014.

Revenue Department Order: "The competent authority has decided to discontinue the relaxation of 20 percent in circle rates beyond June 30. The circle rates notified on September 20, 2014 will be applicable from July 1."

No Revision Since 2014

As of April 2026, the circle rates notified on 20th September 2014 continue to be in effect. No new revision has been carried out in over 11 years.

Upcoming Revision?
In June 2025, Delhi CM Rekha Gupta announced formation of a committee headed by the Divisional Commissioner to review and revise circle rates. The committee may:
  • Introduce a new A+ category for ultra-premium areas
  • Rework farmhouse valuations
  • Increase rates by up to 35% in some categories
However, no official revised notification has been issued yet.
