Circle Rate & Valuation

The circle rate is the minimum government-notified value of land & built-up property per square metre/yard, varying by Delhi's locality categories A through H. Category A (Vasant Vihar, Defence Colony, etc.) has the highest rates; Category H the lowest. Stamp duty is computed on the higher of circle rate or actual transaction value. Property Mutation

Mutation is the transfer of property records in the books of the local authority (MCD / DDA / Land & Development Office / Revenue Department) from the seller's/deceased owner's name to the new owner's name. While not strictly mandatory for ownership (registration of sale deed itself confers title), mutation is practically essential — needed for property tax billing in your name, electricity/water connection transfer, future sale, and bank loan. Family Transfer: Gift Deed, Will, Relinquishment

Gift Deed: ownership transfers immediately during your lifetime; concessional stamp duty for blood relatives; irrevocable once accepted; useful when you want the recipient to enjoy the property now (e.g., parent gifting to child for loan eligibility). Generally no — once a Gift Deed is duly registered and the donee accepts the gift, it is irrevocable under Section 126 of the Transfer of Property Act, 1882. Limited exceptions: (a) if the deed itself contained a revocation clause based on a specific contingency; (b) if consent of the donor was obtained by fraud, coercion or undue influence (must be proved in court); (c) by mutual cancellation deed executed and registered by both donor & donee.
