E-stamp papers in Delhi are issued by SHCIL (Stock Holding Corporation of India Ltd) through its authorized collection centres across Delhi. You can visit any SHCIL-authorized centre, select banks such as SBI or Punjab National Bank, or sub-registrar offices to procure e-stamp paper. The e-stamp is generated instantly and has a unique certificate number that can be verified online at the SHCIL portal.

Yes, stamp duty can be refunded if the registration is cancelled, subject to conditions under the Indian Stamp Act. The application for refund must be filed within 6 months of stamp paper purchase. A deduction of up to 10% of the stamp duty amount may apply as administrative charges.
