What Is a Khasra Number (and Why It Matters)

A khasra number is the revenue department's identification number for a parcel of land - originally agricultural or village land. Delhi's unauthorised colonies were carved out of exactly such land, which means every plot in colonies like Burari, Sangam Vihar, Khajuri Khas or Kirari traces back to a khasra number (e.g. Khasra No. 24/15, Village Wazirabad).

It matters because it is the only link between your plot and the government's land records. PM-UDAY uses it to locate your land inside the notified colony boundary; deeds use it in the property schedule; courts use it in disputes. A wrong khasra number in a filing can derail the whole application.

Your documents often mention all three together: "Plot No. 45, out of Khasra No. 24/15, situated in Village Burari, Delhi." For PM-UDAY and legal work, the khasra is the one that counts.

Method 1 - Your GPA / Agreement to Sell (Page 1-2)

The fastest method: pick up your GPA (General Power of Attorney) or Agreement to Sell and read the property description on the first two pages. In 90% of unauthorised-colony documents, the clause reads something like:

"...all that piece and parcel of land measuring 50 sq. yds., being part of Khasra No. 24/15, situated in the area of Village Burari, Illaqa Civil Lines, Delhi..."

Also check the site plan attached at the end of the GPA - khasra numbers are often written on the plan itself.

Method 2 - Old Registered Deeds in the Chain

If your own papers are silent, look at the previous documents in the chain - the seller's GPA, the original allotment papers, or any registered deed for the same or neighbouring plot. The khasra number of a colony lane does not change; a neighbour's documented khasra is strong evidence for yours (though it must be verified, not assumed - large khasras are subdivided, e.g. 24/15/1, 24/15/2).

Method 3 - Delhi Land Records Online

Delhi's revenue department has digitised khasra/khatauni records for most villages, searchable online by district → village → khasra. This works in reverse too: if you know your village name (every unauthorised colony sits inside a revenue village), you can browse its khasra list and match against any number fragments you have.

Reality check: the online record shows the parent khasra and its recorded owners (often the original farmers or the colonizer - NOT you). That is normal for unauthorised colonies and is precisely the gap PM-UDAY exists to close. Do not panic when your name is not in the khatauni.

Method 4 - Tehsil / Revenue Office Records

For genuinely stuck cases, the tehsildar's office of your sub-division holds the authoritative village maps (shajra) and khasra registers. A physical inspection of the shajra against your plot's location settles the khasra conclusively. This is also what a professional does on your behalf when the paper trail is incomplete.

What If You Still Can't Find It

  • For PM-UDAY: do not guess a number - a wrong khasra invites objections that cost months. The khasra can be traced professionally from the colony's revenue records using your plot's GPS location and chain documents.
  • For deeds/registry: a deed with a wrong or missing khasra is a defect in the property description that can haunt every future transaction. Fix it at drafting stage, not after.
