Complete Checklist by Your Situation

Every PM-UDAY applicant hears the same thing from DDA: "documents incomplete." Most of the time it is not because a document is missing entirely - it is because applicants do not know which documents apply to their situation. A person who inherited a plot needs different papers than someone who bought it on GPA five years ago. This guide sorts that out.

Core Documents Every PM-UDAY File Needs

Regardless of how you came to own the plot, every PM-UDAY file needs these:

Possession Proof

Sale agreement, GPA, Will, or inheritance documents - whatever establishes that you are in possession of the plot.

Chain of Conveyances

The paper trail linking you back to the original allottee - every GPA, Agreement to Sell, or receipt in between.

Identity Proof

Aadhaar card and PAN card of the applicant.

Address Proof (as on cut-off date)

Electricity or water bill, or voter ID, showing you were in possession as on the notified cut-off date.

Khasra / Dag Number

Required if the plot's origin traces back to rural or agricultural revenue land. See the dedicated section below.

Site Plan

A basic layout sketch showing the plot's dimensions and boundaries.

Latest Photographs

Current photos of the property front - these are cross-checked against the GIS survey photos later.

Affidavit of Possession

A sworn statement confirming you are in lawful possession and have not encroached beyond your declared area.

Indemnity Bond

Indemnifies DDA/the government against any future ownership dispute over the plot.

Scenario 1 - You Are the Original Allottee

If you were allotted or purchased the plot directly (no intermediate GPA sales), your file is the simplest. On top of the core documents above, keep ready:

  • The original allotment letter or first purchase document, if one exists
  • Property tax receipts showing continuous payment in your name
  • Any earlier correspondence with MCD/DDA regarding this plot
Advantage: with no intermediate chain to prove, this is usually the fastest-moving PM-UDAY file type.

Scenario 2 - You Bought via GPA / Agreement to Sell

Most unauthorised colony transactions happened this way. In addition to the core documents, you need:

  • Every GPA and Agreement to Sell in the chain - from the original allottee down to you, not just your own purchase document
  • Payment receipts or bank records showing consideration was actually paid at each stage, if available
  • The seller's own possession proof (their electricity bill, property tax receipt) from before they sold to you
Common mistake: applicants often submit only their own GPA and assume that is enough. If the seller themselves bought via an earlier GPA, that document is part of your chain too - PM-UDAY traces ownership back to the original allottee, not just your immediate seller.

Scenario 3 - You Inherited the Property

Two sub-cases here:

With a registered Will

  • The registered Will
  • Death certificate of the testator
  • Your relationship proof to the deceased (if not clear from the Will itself)

Without a Will

  • Legal heir certificate or succession certificate from the civil court
  • NOC from co-heirs, or their signatures on the application
  • Death certificate of the original owner
  • The original owner's possession documents (which now form part of your chain)
If heirs disagree: a PM-UDAY file cannot move forward with a live dispute among co-heirs. This needs to be resolved - ideally through a Relinquishment Deed or family settlement - before filing.

Why the Chain of Documents Matters Most

Across all three scenarios, one thing decides speed more than anything else: whether your chain of ownership documents is complete and consistent. DDA needs to trace an unbroken line from the original allottee to you. A missing link - a GPA that was never formally executed, a verbal sale that was never documented, receipts that were lost - is the single most common reason PM-UDAY files stall after the GIS survey stage.

If you find a gap in your chain, do not wait until the file stalls to deal with it. Reviewing your document chain before filing - not after DDA raises an objection - saves months.

Do You Need a Khasra Number?

If your unauthorised colony plot traces back to agricultural or rural revenue land, yes.
