Why PM-UDAY Files Get Stuck or Rejected:
6 Common Reasons (and How to Avoid Them)

Most PM-UDAY delays trace back to the same handful of problems. Know them before you file, and your application moves faster.

PM-UDAY objections rarely come out of nowhere - they trace back to a small set of recurring issues. Here are the 6 we see most often, and exactly what to do about each one.

1. Plot Shows Outside the UC Boundary

The notified unauthorised-colony (UC) boundary does not always cover every lane of a colony, so a plot can show as "outside" during the GIS survey even though the colony itself is listed.

Fix: First, retry the GPS reading standing well inside the plot - boundary-edge readings often flicker. If it consistently shows outside, get your documents professionally reviewed before proceeding; the plot may need a route other than PM-UDAY.

2. Declared Area vs Measured Area Mismatch

If your application declares 50 sq yards but the GIS survey measures 62 sq yards, expect an objection. This is one of the most common - and most avoidable - triggers for delay.

Fix: Declare the true, current area from the start. If there's genuine uncertainty about your plot's exact size, get it measured before filing rather than after.

3. Broken or Incomplete Ownership Chain

PM-UDAY needs an unbroken paper trail from the original allottee to you. A missing GPA, an undocumented verbal sale, or lost receipts anywhere in that chain is the single most common reason files stall after the GIS survey. See our documents checklist by scenario for what's needed at each stage.

Fix: Review your full chain before filing, not after DDA raises an objection. If a document is missing, try to trace back to the original allottee or seller for a certified copy.

4. Non-Compliant GPA in the Chain

If a GPA in your document chain is informally worded, missing standard clauses, or was never properly executed, it can be questioned during verification - the same scrutiny that applies to GPAs at the SRO now extends to PM-UDAY document review. Fix: Have any informally-drafted GPA in your chain reviewed against standard clauses before filing. Where possible, re-document with the original party.

5. Co-Heir Disputes

If you inherited the property and co-heirs disagree - about who should apply, or about shares - the file cannot move forward while ownership itself is contested.

Fix: Resolve the dispute first, typically through a Relinquishment Deed or a documented family settlement, before filing for PM-UDAY.

6. Address Proof Doesn't Match the Cut-Off Date

PM-UDAY requires proof that you were in possession as on the notified cut-off date - a recent electricity bill alone doesn't establish that if it's the only address proof you have.

Fix: Gather older utility bills, property tax receipts, or voter ID history that shows continuous possession going back to (or before) the cut-off date, not just current documents.
The pattern: almost every rejection reason above is a documentation problem, not a colony-eligibility problem. If your colony is on the list, the file usually stalls on paperwork - not on whether you qualify.
