Complete checklist of documents needed at the Sub-Registrar Office (SRO) for all types of property registration in Delhi. Updated as per latest guidelines.

Documents Required for Sale Deed Registration

For transfer of immovable property from seller (vendor) to buyer (vendee) in Delhi.

  • Original Sale Deed (drafted on stamp paper of appropriate value)
  • Aadhaar Card of Buyer, Seller, and 2 Witnesses (original + photocopy)
  • PAN Card of Buyer and Seller
  • Passport-size photographs (2 each) of Buyer, Seller, and Witnesses
  • Previous chain of documents (Mother Deed / previous Sale Deed / Allotment Letter)
  • Encumbrance Certificate (EC) showing property is free from mortgage/lien
  • NOC from Housing Society / DDA / L&DO (if applicable)
  • Property Tax paid receipts (latest)
  • Circle Rate valuation certificate or self-declaration
  • TDS Challan (Form 26QB) if property value exceeds Rs.50 Lakh
  • Power of Attorney (if any party is represented through POA holder)
  • ID proof of POA holder (if applicable)
Stamp Duty: 4% for Women, 6% for Men, 5% for Joint (Male+Female). Registration fee is 1% of property value (max Rs.30,000).

Documents Required for Gift Deed Registration

For transfer of property as a gift (without monetary consideration) between family members or others.

  • Original Gift Deed (drafted on stamp paper)
  • Aadhaar Card of Donor (gifting person) and Donee (receiving person)
  • PAN Card of both Donor and Donee
  • Aadhaar Card of 2 Witnesses
  • Passport-size photographs (2 each) of Donor, Donee, and Witnesses
  • Original property documents (previous Sale Deed / Allotment Letter)
  • Relationship proof between Donor and Donee (for stamp duty concession)
  • Property Tax paid receipts
  • NOC from society / DDA / L&DO (if applicable)
  • Encumbrance Certificate
  • Valuation Report or Circle Rate certificate
Stamp Duty for Gift Deed: Same as Sale Deed rates. However, gift between blood relatives (parent-child, siblings, spouse) attracts concessional stamp duty in some cases. Consult for your specific case.

Documents Required for Will Registration

For registration of a Will (last testament) to ensure its legal validity and prevent disputes.

  • Original Will document (on plain paper or stamp paper of Rs.100)
  • Aadhaar Card of Testator (person making the Will)
  • PAN Card of Testator
  • Aadhaar Card of 2 Witnesses
  • Passport-size photographs (2 each) of Testator and Witnesses
  • Property documents (for reference in the Will)
  • Medical certificate (recommended for senior citizens above 70)
  • Proof of identity of beneficiaries mentioned in the Will
Important: Will registration is not mandatory but strongly recommended. Stamp duty for Will registration is only Rs.100. A registered Will is much harder to challenge in court.

Documents Required for Lease Deed Registration

For registration of lease agreements (above 11 months) between Lessor and Lessee.

  • Original Lease Deed (drafted on non-judicial stamp paper)
  • Aadhaar Card of Lessor (landlord) and Lessee (tenant)
  • PAN Card of both parties
  • Aadhaar Card of 2 Witnesses
  • Passport-size photographs (2 each) of all parties and Witnesses
  • Property ownership documents of Lessor
  • NOC from Housing Society (if applicable)
  • Property Tax receipts
  • Allotment Letter / Possession Letter (for DDA/L&DO properties)
  • NOC from L&DO (for properties under Leasehold from L&DO)
Stamp Duty: Calculated based on average annual rent + security deposit. Any lease above 11 months MUST be registered as per Registration Act, 1908.

Documents Required for Power of Attorney

For General Power of Attorney (GPA) or Special Power of Attorney (SPA) registration in Delhi.

  • Original POA document (on appropriate stamp paper)
  • Aadhaar Card of Principal (person giving power) and Agent (person receiving power)
  • PAN Card of both Principal and Agent
  • Aadhaar Card of 2 Witnesses
  • Passport-size photographs (2 each) of Principal, Agent, and Witnesses
  • Property documents (if POA relates to property transactions)
  • Passport copy (if Principal is NRI / abroad)
  • Address proof of Agent
Warning: GPA-based property transfers (sale via GPA) are NOT recognized as valid sale by Supreme Court of India (Suraj Lamp judgment, 2011). GPA can only authorize someone to act on your behalf - not transfer ownership.

Documents Required for Rent Agreement

For notarized or registered Rent Agreement (Leave & License) in Delhi.

  • Aadhaar Card of Landlord and Tenant
  • PAN Card of Landlord (mandatory if rent exceeds Rs.50,000/month)
  • Aadhaar Card of 2 Witnesses
  • Passport-size photographs (2 each) of Landlord, Tenant, and Witnesses
  • Property ownership proof (Sale Deed / Allotment Letter / Registry)
  • Property Tax receipt (latest)
  • Electricity bill (latest - for address verification)
  • NOC from Housing Society (for apartment complexes)
Stamp Duty for Rent Agreement: 2% of (Average Annual Rent + Security Deposit) for agreements up to 5 years. Above 5 years: 3%. Above 10 years: 6%.

Documents Required for Relinquishment Deed

For giving up (releasing) your share in a jointly owned property in favour of other co-owners.

  • Original Relinquishment Deed (on stamp paper)
  • Aadhaar Card of the person releasing their share and the beneficiary
  • PAN Card of both parties
  • Aadhaar Card of 2 Witnesses
  • Passport-size photographs (2 each) of all parties and Witnesses
  • Original property documents proving joint ownership
  • Death certificate of original owner (if property inherited)
  • Legal heir certificate / Succession certificate (if inherited property)
  • Family tree / relationship proof
  • NOC from other co-owners (if more than 2 co-owners)
Stamp Duty: If relinquishment is between family members without consideration, concessional rates may apply. Otherwise, same as Sale Deed rates on the market value of the share being released.

Common Requirements for ALL Registrations

These apply to every type of property document registration at any Delhi SRO.

  • Biometric verification - All parties must appear in person at the SRO for thumb impression and photograph capture
  • E-Stamp Paper - Stamp paper must be purchased from authorized SHCIL vendor (Stock Holding Corporation of India)
  • Aadhaar-linked mobile number - Required for OTP verification during biometric
  • 2 Witnesses - Must be present with Aadhaar card at the SRO
  • Appointment booking - Online appointment must be booked on DORIS portal before visiting SRO
  • Original + 2 photocopies - Carry original documents and at least 2 sets of photocopies
  • Registration fee payment - Can be paid online or via demand draft (no cash at SRO)

Documents NOT Accepted

  • Expired ID proofs (Aadhaar with old address is still valid if number matches)
  • Physical stamp paper purchased from unauthorized vendors
  • Photocopy/scan of original documents (originals mandatory at SRO)
  • Documents without proper attestation where required
  • Property documents with mismatched names (get name correction done first)

Frequently Asked Questions

Yes, Aadhaar is mandatory for all parties (buyer, seller, witnesses) for biometric verification at the SRO. The Aadhaar number must be linked to a working mobile number for OTP verification.

An NRI can execute a Power of Attorney (attested by Indian Embassy/Consulate abroad) authorizing someone in Delhi to appear at the SRO on their behalf. The POA must be adjudicated in Delhi before use.

E-Stamp papers are available at authorized SHCIL (Stock Holding Corporation of India Limited) collection centres across Delhi. You can also purchase online via the SHCIL portal. Physical stamp papers from market vendors are no longer valid for property registration.

Minimum 2 witnesses are required. They must be physically present at the SRO with their original Aadhaar card and must have an Aadhaar-linked mobile number for OTP verification. Witnesses should ideally not be family members of either party.

Stamp duty in Delhi: 4% for Women (sole buyer), 6% for Men (sole buyer), 5% for Joint (male + female). Registration fee is additional 1% of property value (maximum Rs.30,000). These rates apply to Sale Deed, Gift Deed, and similar transfer documents.
