"Ab har property ka UID hoga" - this is the new chapter in Delhi's property records. But there are actually two separate government initiatives being talked about right now, and most news coverage blends them together. This page separates fact from proposal, and tells you honestly what's confirmed versus what's still being worked out.
What is the "Property Aadhaar Card"?
On 31 July 2026, Delhi Chief Minister Rekha Gupta announced plans to introduce a Unique Property ID - popularly described as a "Property Aadhaar Card" - for every property in Delhi, under the proposed Delhi Land Records Bill, 2026.
The scheme is intended to cover:
- Residential properties (village homes and urban houses)
- Apartments - with each floor/unit of a multi-storey building expected to get its own separate digital record
- Commercial buildings
- Land parcels, both rural and urban
The stated goal is a single, unified digital record of land and property across Delhi - addressing long-standing problems like unclear ownership, disputed boundaries, delays in loans and building approvals, and messy inheritance settlements caused by fragmented, paper-based records.
Current Legislative Status
As of this writing, the Delhi Land Records Bill, 2026 is still a proposal, not an enacted law:
- It has been reviewed by a Group of Ministers (GoM)
- It has not yet received Cabinet approval
- A special session of the Delhi Legislature is expected once/if it is enacted - no confirmed date has been announced
What this means practically: There is currently no public self-service process to "apply" for a Property Aadhaar Card. Treat any claim otherwise with caution until an official portal or process is announced.
Survey Progress So Far
Even before the Bill's passage, preparatory survey work is already underway using drone surveys and digital mapping, developed with technical support from the Survey of India (building on experience from a SVAMITVA scheme pilot covering 30 rural villages in Delhi). As reported in early August 2026:

How This Differs from Bhu-Aadhaar / ULPIN
Separately from the Land Records Bill, Delhi has also been rolling out Bhu-Aadhaar - officially the Unique Land Parcel Identification Number (ULPIN) - a central government scheme under the Digital India Land Records Modernisation Programme (DILRMP), already active in 29 states/UTs including Delhi.
- Each land parcel gets a 14-digit ID derived from its precise geo-coordinates (latitude/longitude), based on drone surveys and geo-referenced cadastral maps
- The Delhi pilot began in Tilangpur Kotla village, West Delhi, with 274 ULPIN records completed
- It is now expanding to 48 more villages, including areas already covered under the SVAMITVA scheme
- Implementation is handled by the IT branch of the Delhi Revenue Department, with a reported budget allocation of ₹132.07 lakh
- The Chief Minister has directed "mission mode" implementation for faster rollout
In short: ULPIN is currently rural-land-parcel focused and already rolling out in a phased pilot. The Property Aadhaar Card is the broader, urban-inclusive proposal still awaiting Cabinet approval and legislation. They may eventually converge, but today they are two distinct initiatives at two different stages.

Why Delhi Is Doing This
