Delhi Government Approves "As-Is Where-Is" Regularisation of Unauthorized Colonies Under PM-UDAY 2.0
In one of the biggest housing reforms in Delhi history, the Central Government has approved the regularisation of unauthorized colonies on an "as-is, where-is" basis. 13 district-level teams headed by Additional District Magistrates (ADMs) will implement the registration process. The Delhi Government (not DDA) will now directly issue conveyance deeds to residents.
Background: From PM-UDAY 2019 to PM-UDAY 2.0 (2026)
The original PM-UDAY scheme was launched in 2019 under the National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorized Colonies) Act, 2019. It identified 1,731 unauthorized colonies across Delhi for conferment of ownership rights. However, the implementation was slow due to the requirement of approved layout plans, fire clearances, and complex documentation.
The new PM-UDAY 2.0 (announced April 2026) removes these bottlenecks by adopting an "as-is where-is" approach - meaning existing structures will be recognized in their current physical condition without requiring modifications or layout plan approvals. Out of the original 1,731 colonies, approximately 1,511 to 1,531 colonies have been approved for regularisation (around 220 colonies in protected areas are excluded).

Which Colonies Are Excluded?
Approximately 220 colonies are excluded from regularisation because they fall in:
- Protected forest areas and ridge zones
- Yamuna floodplain
- Proximity to ASI-protected monuments
- High-income / affluent unauthorized colonies
Role of ADM (Additional District Magistrate) in Registration
This is the biggest change in PM-UDAY 2.0. Instead of a centralized DDA-driven process, the Delhi government has constituted 13 district-level implementation teams, each headed by an ADM. These teams will:
- Verify property claims at the district level
- Process applications received through MCD Swagam portal
- Coordinate with the Revenue Department for registration
- Issue authorisation slips and conveyance deeds
- Handle disputes and grievances locally
This decentralized approach is expected to significantly speed up the process compared to the earlier DDA-centric model.
How to Register Your Property - Step by Step
- Visit MCD Swagam Portal and create an account or log in with your PM-UDAY ID
- Apply for PM-UDAY Property Card if you do not have one already
- Submit property details including address, area, and ownership claim
- Upload documents - Aadhaar, electricity bill, existing property papers, photographs
- ADM team reviews your application at the district level
- Authorisation slip issued after verification
- Application transferred to NGDRS for final legal registration
- Conveyance deed issued by Delhi Government - this is your legal ownership document
Documents Required
- Aadhaar Card of the property owner
- Proof of residence - electricity bill, water bill, or ration card
- Existing property documents - sale agreement, GPA (General Power of Attorney), will, or any other proof of possession
- Property tax receipts (if available)
- Passport-size photographs
- Self-declaration affidavit
- PM-UDAY Property Card (if already issued)
Can You Do a Sale Deed After Getting Conveyance Deed?
Yes. Once you receive the conveyance deed from the Delhi Government, your property becomes legally recognized. You can then:
- Execute a Sale Deed to sell the property to a buyer
- Take a bank loan by mortgaging the property
- Gift the property to a family member through a Gift Deed
- Lease the property through a registered Lease Deed
Standard stamp duty and registration charges as per Delhi rates will apply for all these transactions.
What This Means for Property Values
Property values in unauthorized colonies are expected to increase significantly after regularisation. Legal ownership means:
- Banks will offer home loans against these properties
- Buyers will have confidence to purchase with a registered sale deed
- Infrastructure development (roads, drainage, water) will follow
- Properties become part of Delhi Master Plan 2041
